Selecting a procurement method

3.1 Paper for office equipment should be produced depending on the purpose and quality indicators of the following brands:
– A – for double-sided and single-sided full-color printing of documents and products of the highest quality in black-and-white and color copiers, printing devices, laser and inkjet printers at any print speed;
– B – for photocopiers, laser and inkjet printers with a printing and copying speed of no more than 180 copies/min, for black-and-white and color copying in single- and double-sided printing modes;
– B – for black-and-white copiers and printers with a printing and copying speed of no more than 100 copies/min in single- and double-sided printing and copying modes;
– C – for one- and two-sided black and white printing on copiers, laser and inkjet printers with average printing and copying speeds;
– C – for one- and two-sided black and white printing on photocopiers, laser printers with low printing and copying speeds (no more than 50 copies/min);
– D – for black and white printing on matrix printers.
3.2 Paper is produced in rolls and sheets.
3.3 The width of the paper roll is established by agreement between the manufacturer and the consumer. The maximum deviation in the width of the roll should not exceed ±1 mm.
3.4 The diameter of the roll should be (950±50) mm. By agreement with the consumer, it is possible to produce rolls of other diameters.
3.5 Sheets of paper are produced in A3 and A4 formats according to GOST 9327

Maximum deviations in sheet dimensions for grades A, B, B, C, C should not exceed ±0.5 mm, for grade D ±1.0 mm.
The maximum deviation along the sheet slant should not exceed 0.5 mm.
3.6 The symbol of paper must consist of the words “Office paper”, brand, weight of paper with an area of 1 m, and the designation of this standard.

4.1 Characteristics
4.1.1 Paper quality indicators must comply with the standards specified in Table 1

4.1.2 The paper must be manufactured with surface treatment, optical brightening agent, machine smoothness.
It is allowed to produce paper of grades C and D without surface treatment.
4.1.3 The edge of the paper must be clean and even.
4.1.4 The paper gap should be uniform.
4.1.5 The paper winding density must be uniform across the entire width of the roll.
4.1.6 The paper must not have folds, wrinkles, holes, stains, waviness, burnishing or edge breaks.
In paper, subtle wrinkles, glaze, and stains are allowed that cannot be detected during the manufacturing process if the indicator of these intra-roll defects is determined according to GOST 13525.5

4.1.7 The ends of the paper sheet in places of breaks must be firmly glued along the entire width of the roll without gluing adjacent layers. Do not allow the glued sheets to warp.

How to collect and store waste paper
The waste paper that I recycle can be divided into three types: cardboard, books and miscellaneous.
Cardboard in my case is boxes for shoes, children’s toys, parcels and household appliances. I also pick up cardboard from the office where I work. This is usually packaging for furniture and computer equipment.
Miscellaneous – newspapers and advertising brochures from the mailbox, packaging for toothpaste, medicines and food products.
I hand over waste paper once every 2-3 months. I usually try to plan its removal so that I can collect more. If I know that three new computers with monitors will be delivered to the office this month, I’ll wait until I can pick up the boxes from the equipment.
Three computers for those who collect waste paper are:

After work, I load it all into the car and take it home. The paper is still stored in the trunk. I bring the cardboard boxes onto the glassed-in loggia. When I have accumulated at least 20 kg – which looks like half the balcony – I load everything into the car and drive to the collection point.

What documents must be stored?
The storage periods for papers are specified in the Federal Law “On Accounting” dated December 6, 2021 No. 402, as well as in the order of the Ministry of Culture of the Russian Federation dated August 25, 2021 No. 558. The rules apply to documents that can be divided into two categories: those that are in constant use throughout the reporting year and those that are subject to storage throughout the entire life of the enterprise. The first category includes the following papers:
- Primary papers and registers in various areas.
- Various reporting, including declarations, accounting, conclusions of audit companies.
- Accounting policies, papers with data about the enterprise.

The storage period for this list of documents is determined depending on the purpose of storage:
- For accounting (according to Article 29 of the Law “On Accounting” No. 402) – 5 years from the end of the reporting year or the date of last use.
- For tax accounting (according to Article 23 of the Tax Code of the Russian Federation) – 4 years.
IMPORTANT! In some cases these deadlines may be extended. For example, representatives of the country’s investment projects are required to keep papers for 6 years. The second category of documents is the company’s papers, which must be kept throughout its entire activity. These include:

File cabinets for storing a4 and a6 formats
File cabinets are used to store and organize documents in A4 or FoolScape hanging folders. Manufacturers offer filing cabinets from 2 to 5 trays for storing A4 papers, up to 9 trays for A6 documents.
When choosing a product, in addition to the quantity, we recommend paying attention to the presence of an anti-tip device, the permissible load on the guides, and the possibility of using two formats (A4 and FoolScape).

For file cabinet drawers, it is necessary to use guides with a load capacity of at least 40 kg. With a cabinet depth of 600 mm, the weight of the contents of one tray can reach 25-30 kg. To ensure a sufficient service life, the rated load of the guides should be 25-30% higher than the actual load.
Some manufacturers produce file cabinets in A4 format only. Due to this, they achieve lower production costs and, as a result, lower prices. If you need to store everything together (A4 FoolScape folders), then this option is not for you.
Advantages:
- Convenient storage of papers in hanging folders;
- Quickly find the necessary documents due to the possibility of systematization.
Disadvantages:
- High cost;
- A fully functioning example is difficult to find. Domestic manufacturers, as a rule, offer collapsible options made from thin sheets. After assembly, the upper tray often begins to touch the lower one when extended, and there is no possibility of adjustment. Scratches and chips appear.
Where to take waste paper
Reception points. Many large cities have businesses that accept recyclables. Usually they invite you to collection points where employees weigh waste paper and pay for each kilogram.
In my city I found five such enterprises. I just googled “hand over waste paper to Veliky Novgorod.” I sent everyone the same email, in which I specified the minimum batch, price per kilogram and working time. They only answered me from Vtorresursy LLC. Now I bring waste paper to them all the time.
Volunteers. Volunteers also collect waste paper. They organize collection points for recyclable materials and take everything collected to enterprises for recycling. When I first started collecting waste paper, I first saved the paper at home, and then handed it over during such promotions.
Recyclable materials can be brought in any quantity. The main condition: it must be clean and suitable for transportation. Waste paper is in piles tied with rope, bottles and cans are in boxes, lined with newspapers to prevent them from breaking. Packages must be rolled and compacted.

Responsibility for violation of the rules for storing documentation
Administrative liability is imposed for improper storage of key securities of an enterprise. Let’s look at the articles that regulate this issue:
- Article 15.11 of the Code of Administrative Offenses
. Violation of the terms of storage of accounting documents is punishable by an administrative fine in the amount of 2-3 thousand rubles. This fine is imposed on officials. - Article 13.20 of the Code of Administrative Offenses
. If documents are destroyed ahead of schedule or the conditions of their storage are violated, a fine of 100-300 rubles is imposed for ordinary employees, 300-500 rubles for officials. - Article 120 of the Tax Code of the Russian Federation
. The absence of primary documentation and other important papers is an offense from the point of view of the Tax Code. If a violation of the law is detected during one tax period, the fine will be 10 thousand rubles. If the offense is not detected for the first time, the fine increases to 30 thousand rubles. If as a result of the destruction of documents there is a decrease in the tax base, a fine of 20% of the amount of tax deductions that were not transferred is paid. IMPORTANT! Documents may be destroyed unintentionally. For example, the reasons for their loss may be force majeure (fire, flood) or theft or arson committed by intruders. In this case, it is necessary to record the fact of the incident. An opinion from the relevant services will be required.
For example, if there is a fire, you need a certificate from the fire inspection service. If documents are stolen or destroyed by an attacker, you will need a police certificate. These documents are necessary in order to confirm the fact that the company’s managers were not involved in the incident.
Rules and requirements for the storage of paper products
When creating conditions for storing paper, you need to take into account many nuances, which include lighting, temperature, air humidity, environmental pollution, the presence or absence of insects, pests, etc. Let’s look at each requirement separately.
- Air purity
. Air consists of a variety of particles, gases, and fine particles that do not always have a positive effect on paper. They can be absorbed along with moisture and create combinations that lead to changes or damage to the fiber structure. In addition, dust, smoke, ash, and mold spores settle on handwritten or printed text and darken and distort it.
To purify the air in special rooms for storing paper products, special ventilation filters based on potassium permanganate, aluminum or activated carbon are used. - Light
. Ultraviolet radiation in any form or degree is harmful to paper. It provokes damage invisible to the human eye – changes in color, paint, ink, darkening of the canvas, weakening of the fibrous structure.
The rate at which paper wears out when exposed to light depends on its intensity and duration. In museums and libraries, the absence of light is impossible, therefore short-term illumination is allowed when working with documents or books with an intensity of 300-600 lux, and constant lighting should not exceed 10-50 lux in storage facilities, up to 150 lux during exhibition work. - Temperature
. The best temperature range for paper is a range of 200 C (plus or minus 50). - Humidity
. Humidity is the most important component of the best conditions for storing paper products. Air humidity in the room should not exceed 35-55%. If the humidity is characterized by changes, then the paper will become wavy; if it is higher than normal, the documents will become damp and covered with mold, succumbing to the influence of microorganisms and fungi; if lower, it will dry out and begin to deteriorate.
To control the level of humidity in warehouses and storage facilities moisture meters with a probe are used
. They allow you to quickly and easily measure the humidity between sheets of paper, and, accordingly, adjust its level using a humidifier or dehumidifier. Today on sale you can find many moisture meters that not only perform climate control, but also tell you how to normalize it.

Review of applications
Applications are allowed only after checking the compliance of the procurement participant’s proposal with the requirements of the technical specifications and procurement documentation. The procurement commission reviews the first and second parts of applications, after which it determines the winner. For an electronic auction and request for quotations, the winner is the participant who offers the lowest price for the supplied goods.
Upon review of the first parts of the applications, the compliance of the order participants with the requirements of the procurement documentation and technical specifications is determined. If the proposal of a potential supplier does not comply with the terms of the documentation, then such an application is rejected.
All eligible suppliers take part in the auction and send the second part of the bids to the customer. At this stage, the conditions of the national treatment for paper products specified in Order No. 126n apply. The mechanism for applying national treatment is used in accordance with the chosen method of determining the supplier. For requesting quotes or proposals, the results of the procedure will be summarized as follows.
The winner will be the participant who supplies Russian-made paper, and a reduction factor will be applied to his price offer. For an electronic auction, a different mechanism applies. The winner is the participant who reduced the price the most during the auction.
The following rule applies: if the auction winner supplies paper manufactured in Russia, his final price offer does not change. If paper products are produced in a foreign country, the final price is reduced by 15%.
Countries that are members of the EAEU are not included in the number of foreign states: the Republic of Belarus, Kazakhstan, Armenia, Kyrgyzstan.
Paper storage guidelines
Many centuries have passed since the invention of the first paper, technologies have changed, different types of papers have appeared, but it is still necessary to follow certain recommendations for storage and use.
Recommendations for storing and preparing office paper for use.
Warehousing:
Recommended storage conditions for office paper in its original packaging are a temperature of 15 degrees Celsius to 30 degrees Celsius and a relative humidity of 10–70%.
After storing and transporting paper for office use, before using it, be sure to acclimatize the paper to the humidity and air temperature of the room where it will be used. In this case, after opening the package, the relative humidity of the paper will not change, which will help avoid possible changes in the structure of the paper.
Before using the paper, keep it at office temperature for 24 hours
In cases where a large amount of paper is received and (or) a large temperature difference between the paper and the office, acclimatization of 72 hours is recommended.
The optimal climate for storing and using paper in the office is a temperature of 20 degrees Celsius and a relative humidity of 50%.
Manufacturers’ recommended storage conditions for paper:
1) Store paper in its original packaging, horizontally. Do not place heavy objects on stacks of paper, even if the paper is in its original packaging. Do not expose the paper to moisture or other conditions that could cause it to curl or wrinkle.
2) Avoid storing goods on the floor, as well as closer than 1 meter from heating appliances.
3) The paper is packaged in boxes of 5 packs, which protects the corners and edges of the sheets from damage, which is necessary for the smooth operation of printing equipment.
4) Packs of paper should not be placed vertically, stored on uneven surfaces, and should be unsealed before use.
5) The packaging of office paper protects it from moisture, so it is not advisable to leave the paper open for a long time. Otherwise, the paper will largely lose its properties.
6) Do not expose the paper to direct sunlight.
Preparing paper before use:
Leading manufacturers of office equipment recommend that before loading paper into the tray, fluff the stack to separate the sheets, reducing the likelihood of several sheets being fed into the machine.
Loading paper into the machine:
It is recommended to load paper into the printer or copier so that the side of the paper facing the seam of the stack is printed first to prevent the paper from creasing or jamming. Proper installation is especially important for duplex printers.
Some office paper manufacturers put an arrow on the short side of the paper ream indicating which side is recommended to put the paper into the printer or copier.
Compliance with national treatment
The application of the national regime in paper procurement is stipulated by Article 14 of 44-FZ. National treatment should be applied to certain products manufactured in foreign countries on an equal basis with goods produced in the Russian Federation. The rules are regulated by regulatory legal acts of the Government of the Russian Federation.
You can find out whether national treatment applies to purchased goods, works and services using the OKPD2 code. Order of the Ministry of Finance No. 126n dated 06/04/2021 “On the conditions for the admission of goods originating from foreign states or a group of foreign states for the purpose of purchasing goods to meet state and municipal needs” provides product codes by type of economic activity:
- 12.17.73.110 – coated paper for printing;
- 17.23.14 – other paper and cardboard, used for writing or printing or other graphic purposes, embossed, corrugated or perforated. This group includes 5 investments for specific types of goods.
National treatment requirements are specified in the procurement documentation. The customer must require procurement participants to declare the country of origin of the purchased paper products. To do this, the government procurement participant only needs to indicate the country of manufacture in the application.
Storage periods for accounting documentation
The storage periods for financial statements, which include balance sheets, statements of losses, and the intended use of money, depend on its type:
- Consolidated and annual – throughout the entire life of the enterprise.
- Quarterly – 5 years.
- Monthly – year.
ATTENTION! If an enterprise maintains quarterly or monthly reporting instead of annual reporting, then it must also be stored on an ongoing basis.
Let’s consider the storage periods for other documentation:
- Tax returns, insurance payment calculations – 5 years. If there are no personal accounts or salary statements, this period increases to 75 years.
- Tax cards, personal income data – 5 years. If there are no personal accounts or salary statements – 75 years.
- Primary documentation on the basis of which accounting is maintained (bank papers, checks) – 5 years subject to regular audits.
- Correspondence concerning business expenses of the enterprise – year.
- Registers of personal income data and employee personal cards – 75 years.
- Evidence of revaluation of fixed assets, property – throughout the entire life of the organization.
- Papers relating to the sale of movable objects – 10 years.
- Acts on the transfer of rights to real estate – throughout the entire life of the enterprise.
The minimum storage period for official documentation is 5 years.
Storage of writing instruments
Writing instruments need moderate humidity and temperature (up to 70%, 15-20°C). There are important aspects when storing pens: they should be positioned with the writing unit down vertically or horizontally. It is imperative to exclude access to oxygen, and for this it is better to store it in the manufacturer’s packaging. Can be stored in a tightly closed container. Avoid exposure to direct sunlight.
Felt-tip pens and markers are stored under the same humidity and temperature conditions. For better preservation, sealed packaging and horizontal position are required. The markers will not deteriorate if stored with the cap up, but if stored with the cap down, the products may leak.
The body of the pencils is made of wood, which absorbs moisture well, so they should have a good varnish coating. Pencils should not be allowed to fall. Nowadays, a body and core made of plastic is often used, which improves the durability of the products, but very often this leads to a deterioration in the quality of writing.
For all writing instruments, the material of manufacture must be taken into account. Plastic cases of pens, pencils, felt-tip pens, and packaging do not tolerate temperature changes and mechanical stress. When frozen, the plastic may crack.
