The conscription process is regulated by the same Federal Law No. 53, the practice of its implementation has been honed over the years. The transformation of yesterday’s schoolchild (student) into a recruit includes several stages:
- Initial registration (carried out after a citizen reaches 17 years of age, from January 1 to March 31);
- Determination of fitness for service (some categories of conscripts will be rejected outright);

Deputy Chief of the General Staff of the Armed Forces of the Russian state Burdinsky officially stated that in the near future the Ministry of Defense absolutely does not plan to change the current terms of service, so they will remain the same in 2020 and, most likely, in 2021 .
The representative of the Russian General Staff also clarified that the country’s defense department is currently focused on strictly defined principles of manning the armed forces that differ from the past, namely contract service. And since there are more than enough contract soldiers today (their number has doubled in just a few years), conscripts can serve less without harming the army.
According to official statistical data presented by Burdinsky, the number of persons evading military duty has been reduced by almost 4 times, which is probably due precisely to the reduction in terms of military service in the army.

So what will the terms of military service be in 2021? No innovations, as you have already understood, are not planned: the legislation will remain the same, and accordingly, the duration of the period of military service will remain unchanged. The term of conscript service in Russia is twelve months, that is, exactly a year. Moreover, it does not matter which troops the ordinary soldier is sent to: the Navy, the ground forces or the aviation forces. For all types, the duration of the period is the same. And it won’t change anytime soon.
Alternative service eliminates the need to undergo military service, which is impossible due to religious, political, moral, ethical, peacekeeping or other principles and beliefs. This opportunity has been provided to young people in Russia since 1993.
From January 1, 2008 to this day, the terms for completing alternative service are:
- 21 months – for employees, alternatively, in organizations subordinate to the subject or federal executive authorities;
- 18 months – for citizens serving an alternative type as civilian employees in organizations of the Russian Armed Forces, as well as other military formations and structural units of the Armed Forces.
In some situations, the service life may be prematurely interrupted and terminated legally. These are the following situations:
- death during armed conflicts of a soldier’s closest blood relative, that is, his father or brother;
- the need and willingness of a conscript to become a guardian for a minor blood relative – sister or brother;
- illness of a relative requiring constant care (if a serving citizen will take care of him);
- the appearance of a second child;
- the presence of a disabled child under three years of age, whose care will be provided by a citizen serving in the army;
- the death of a current or former spouse, as a result of which the child (or children) were left without supervision (if the soldier is ready to educate).
Such grounds for reducing the length of service are provided for in Article 51 of the law on military service. These changes came into force in the early fall of 2021, but they will certainly remain in effect in 2021.
– In the service, you are almost always in a uniform with a star, like an army general, on shoulder straps. In your position, you constantly have to deal with stern generals and officers who have their own opinions on any questions. How do you manage to find a compromise?
Tatyana Shevtsova: Yes, indeed, when solving problems facing the financial and economic service, we have to deal with managers of various ranks who have different opinions on how to solve them. However, in the end it is always possible to reach a compromise solution on one or another task in the interests of financially meeting the needs of the troops.
Despite the “male” team, working in the military department is comfortable. We are all result-oriented and interested in solving the task, so we listen to each other and make balanced, sometimes non-standard and extraordinary, but undoubtedly thoughtful and balanced decisions.
I repeat, we have built a systematic work, where I personally feel very comfortable working and it’s incredibly nice to see the results of my work. It’s nice to see what you create and create. We have a very professional team, both management and subordinates.
— Can we say that like-minded people are gathered in the Ministry of Defense, and that is why such good results are obtained?
Tatyana Shevtsova: It seems to me that the Minister of Defense managed to create a circle of like-minded people. When we make a decision, we always talk it out and discuss it. We express our opinions, sometimes even argue, and ultimately come to a decision that leads to a positive result. We are all results-oriented.
— What kind of outlet do you personally have with your difficult schedule?
Tatyana Shevtsova: I am the curator of the boarding school for female students of the Ministry of Defense. I really enjoy the sincerity and spontaneity of the girls who study there. Through the parables that I tell them, I try to convey important things that will be useful in life.
That you need to be confident in yourself, in your abilities. For me this is what is called extracurricular work. It’s nice to see that girls don’t get lost in adulthood and become successful people and leaders. This year, 13 launchers with Yars intercontinental ballistic missiles and Avangard hypersonic systems will be received. How to properly file a cash book
Despite the fact that most of the previously familiar cash documents were canceled after the introduction of online cash registers, the cash book still remains a mandatory document for registration.

There are a number of ways to maintain a cash book, and there are several options for how the cash book is filed. We will describe all known methods of binding a book.
As you know, the cash book must be kept in one copy at the enterprise. It is also carried out by separate units. But if the OP does not store cash and, after completing cash transactions, hands over the cash to the cash register of the legal entity, it may not maintain a cash book from November 30, 2020.
Usually the book is opened for a year, but other periods of using one cash book are also possible, for example, for a quarter or a month. It all depends on the number of cash turnovers of an organization or individual entrepreneur.
Before we learn how to file a cash book, let’s figure out why this needs to be done. This is due to the need to ensure the safety of information entered into the register. That is, the stitched and numbered pages of the cash book eliminate the possibility of manipulation of the entries by the cashier. Let’s look at how to file a cash book.
1. If the cash book is a standard journal printed in the KO-4 form (in accordance with Goskomstat Decree No. 88 of August 18, 1998, hereinafter referred to as Decree No. 88), in which all pages are located horizontally, you should proceed according to our instructions on how to file a cash book (a sample in the photo and the instructions themselves are presented below).
A feature of maintaining such a book is that each sheet inside the magazine consists of 2 parts, one of which remains in the book, and the second is torn off and attached to the cashier’s report. Entries on both halves of the sheet are made identical using carbon paper. Accordingly, the page numbering on each half of the sheet is duplicated.
In this case, that part of the sheets that are located in the binding (fastened with a fastening staple or glued) is sewn together. When filling out such a book, a manual method of entering data is usually used. The pages in it are numbered, and it itself is stitched and printed at the very beginning of its establishment.
2. In the event that the cash book is filled out in a typewritten manner, i.e., every day all information is entered by the cashier directly into an accounting program, for example, in “1C:Enterprise” or another (or if the book is kept in an office program like Excel), you should do this.
At the end of the day, when cash transactions entered into the cash book on the basis of cash receipts and debit orders took place, the cashier prints out the completed page/pages that were generated using the software. The pages are printed in 2 copies: 1 – loose leaf of the cash book, 2 – cashier’s report.
Loose sheets and cashier’s reports must be numbered. In this case, numbering begins from the beginning of the year (or month/quarter, depending on the volume of cash transactions). In addition, loose-leaf sheets and cashier reports duplicating them, filled out on separate unstitched sheets, can be maintained not only by typewriting, but also by hand. In this case, carbon paper should be placed between the sheets.
IMPORTANT! According to tradition, the book should be kept from the beginning of the year. All methods adopted by the company for maintaining and filling out the cash book must be reflected in the accounting policy approved by a separate order.

At the end of the month/quarter, the cashier must indicate on the last loose sheet for this period how many total sheets were drawn up from the cash book in this month/quarter. All loose-leaf sheets signed and checked by the cashier must be retained by him for a year. As they accumulate (or at the end of the year), the sheets are bound and stitched.

On the back of the last sheet, the thread with which the sheets were stitched is sealed with a seal indicating the number of sheets sewn. All this is certified by the signatures of the head and chief accountant of the company. A seal impression is placed, which partially covers the seal, and partially remains on the last stitched sheet.
3. A cash book produced in electronic form does not require printing and stapling. It is issued using technical means that prevent unauthorized access to it. As a result, it is signed with electronic digital signatures (of the manager, chief accountant).

How to lace a cash book: instructions
Let’s look at how to sew a cash book step by step. The described example of firmware for this accounting register is suitable for books designed in the form of a magazine with horizontally arranged pages, in which one part of the sheet is tear-off.
Step by step instructions:
- Before stitching the cash book, you need to number all the pages. This should be done with a ballpoint pen. Page numbering is continuous, starting from page 1. The number of each page must be duplicated on the tear-off and stapled sheet.
- A blank book is stitched together, in which there are no entries yet. For stitching, a thick needle or awl threaded with coarse thread is usually used.
- The book is opened, and only those sheets on which records will be kept are stitched, i.e. excluding the cover and title page.
- It is necessary to sew so that the loop (double) is free. The knot is tied so that the pages of the book can open freely.
- The two ends of the thread after the knot are placed on a cardboard cover and glued to it using a small sheet of white paper (usually 5 × 10 cm in size). This sheet is the seal.
- The sealing sheet must be well glued so that the ends of the thread are tightly attached to it and cannot be pulled out later to replace sheets in the cash book.
- On the seal, a handwritten inscription is made (or pre-printed) of the following type: “In this cash book, ____ sheets are numbered and laced” (in accordance with Resolution No. 88). The number of stitched sheets is also written down by hand. Below should be the signatures of the director and chief accountant of the enterprise.
- The seal impression on the seal should only partially overlap it. This is necessary to prevent the seal from being peeled off and pages from the cash book being falsified. A partial seal impression is difficult to counterfeit and almost impossible to replace in its original place without damaging the border of the partial print remaining on the cover. Please note that from 04/07/2021 LLC and JSC may not have a seal if it is not provided for by the company’s charter (clause 7, article 2 of the Law “On Joint Stock Companies” dated December 26, 1995 No. 208-FZ, clause 5, article 2 Law “On Limited Liability Companies” dated 02/08/1998 No. 14-FZ). In this case, the seal imprint is not affixed to the cash book seal. But if the organization has a seal, then it is more expedient to put its imprint on the seal and the cash book, since after all, the very form of the cash book provides for the presence of a seal (stamp).

Time of arrival and departure of employees (being at their workplaces) – an access control system (ACS), as well as video surveillance, will help to cope with this task. Setting tasks only in writing, indicating the deadlines for their implementation and the appointment of a responsible person. Any tasks (preparing reports on the results of meetings, agreeing on an agreement with a counterparty, preparing a claim, etc.) must be recorded in the ERP system (for example, Bitrix 24).
Timing the specialist’s working day – time the specialist’s working day. To do this, ask him over the course of a week to consistently record in a special table (preferably in paper form) any actions he performs, indicating the amount of time spent.
Having received the report, you will be able to carry out test measurements and determine realistic deadlines for completing tasks. : Compliance with the rules of personal hygiene includes: keeping uniforms and bed clean, timely changing collars.
It would be more correct to start with a story – why all this is needed. Many soldiers, especially those who have already served some part of their service life, neglect this type of hygiene. But in vain. A soldier’s cotton uniform is issued for a long period of time and, as practice shows, not many soldiers wash it as often as they should. Over time, this can lead to inflammation of the skin on the neck, where the area is most chafed. And many people think that this won’t affect me, and then they walk around with sores on their neck, and all over their back. Therefore, this issue must be approached seriously and not think that commanders simply want to turn a soldier into a seamstress-machine operator during his service.
Good commanders (sergeants) show how to properly sew a collar when sewing for the first time, but here, of course, it all depends on your existing skills! Here are some tips for “hemming,” as it is often called in the army: we pass a thread through a needle, tie the ends with a knot, the first intrusion into this white matter with a needle should be made from the back of the collar, which you attach to the cotton collar, so that this very knot didn’t stick out.
It looks very ugly, especially if this knot is dirty. Next you need to sew on stitches that are not too large and not too small, about 2-3 centimeters, this will ensure that the fabric is pressed well against the collar. Having sewn the upper part of the fabric, be sure to sew the lower part so that it does not come out, but stitches of 5 cm are already possible there. First, you need to try on the collar itself on the collar in length, taking into account its rounding along the neck, then fold it in half and it is advisable to iron this fold with an iron. I also advise you to prepare your collar collars for a week at a time, carefully measuring them out and ironing them according to the pattern; this will save you time on daily trips to the service room, where there is usually a line for ironing.
There is a fashion among soldiers to make thick hems (5-6 layers). They think it’s beautiful, but the commanders fight it. And in my opinion, the most beautiful hem is, which is neatly sewn and runs along the neck with an even white edging. For those who do not know how to sew at all, straw technology has long been invented. The bottom line is that a soft tube is inserted inside the folded fabric (like a dropper, for example) and sewn exactly under it to the edge of the collar, it may be beautiful, but commanders are struggling with this.
You shouldn’t rush to throw away the used hem; it can be used very well to clean boots or wipe off dust.

Neglect* – self-breaking of the hem and automatic punishment for not having a fresh collar 1 work order. And eliminating the shortcoming for a while.
For a hem in 5-6 layers* – breakage of the hem yourself, time for correction and an “automatic” work order, for repeated 2 work orders in ascending order and then up to 5.
For the tube* – breakage of the hem yourself, time to fix it, etc. And the same punishment as for 5 layers.
